Cannon House Office Building: A Congressional First


The Cannon House Office Building, completed in 1908, is the oldest congressional office building. The creation of offices for Members of Congress forever changed how the House of Representatives worked.

How could an office building change congressional work so much? With expanded space, committees could hold more public hearings, Members could meet with more constituents, and staff could accommodate the many requests that flowed into the House from citizens around the country.

In the half century before the Cannon building opened, the Capitol had become overcrowded to the point of bursting. New states entered the Union during the nation’s westward expansion, and membership in the House grew from 193 in 1865 to 391 when the building opened. Most Representatives had no office or staff, only a desk and chair in the noisy House Chamber. Committees had to fight for space just to hold a meeting. Vendors hawked sandwiches and souvenirs all over the building. The new office building, joined by a twin Senate office building in 1909, alleviated the pressure for space, gave each Member his own office, and allowed the Congress to address the challenges of the new century.

The Cannon building was planned to enrich the Capitol not only in space but also in appearance. The prominent firm of Carrère and Hastings designed it in the symmetrical, sculptural, and stately Beaux-Arts style, one that complemented but did not compete with the Capitol. The building is clad in marble and limestone and boasts 34 columns facing the Capitol, echoed by pilasters on the sides of the building. Originally there were 397 offices and 14 committee rooms, and the building was connected to the Capitol by an underground tunnel.

In the century since it opened, the Cannon building has been joined by the Longworth and Rayburn buildings on the House side of the Capitol and the Russell, Dirksen, and Hart buildings on the Senate side. While it retains its original character, the Cannon building today has gone through changes. In 1913, a fifth floor was added, and over time the offices were reconfigured from single rooms to multiroom suites. In 1962, the building was named for former Speaker of the House Joseph

Beaumont House, occasionally known as Claremont, is an eclectic Romanesque-Classical brick residence located at 631 Glynburn Road in Beaumont, South Australia. Beaumont House was constructed for Augustus Short, the first Anglican bishop of Adelaide and founder of St Peter's Cathedral.

Beaumont House was constructed on land initially owned by Sir Samuel Davenport, a wealthy Adelaide landlord. Following Short's move back to England, Davenport purchased the house—the second of five eventual owners. Following three sales between 1907 and 1911, the house was then transferred to the National Trust of South Australia in 1968.
Originally a five-bedroom residence, the Beaumont House estate has been expanded greatly. Most of the structural expansion took place between 1907 and 1911, when Maj. Vincent owned it; it has not been expanded or notably altered at all since being donated to the National Trust.

History of Statuary Hall

The concept of a National Statuary Hall began in the middle of the nineteenth century. The completion of the present House wing in 1857 allowed the House of Representatives to move into its new and larger chamber. The old, vacant, semicircular, marble columned chamber became a cluttered thoroughfare between the Rotunda and the House wing.

Suggestions for the use of the old chamber were made as early as 1853 by Gouverneur Kemble, a former Member of the House, who pressed for its use as a gallery for historical paintings. The space between the columns seemed too limited for such a purpose but was considered more suited for the display of busts and statuary.

On April 19, 1864, the Honorable Justin S. Morrill in the House of Representatives proposed: "To what end more useful or grand, and at the same time simple and inexpensive, can we devote it [the Chamber] than to ordain that it shall be set apart for the reception of such statuary as each State shall elect to be deserving of in this lasting commemoration?"

This proposal was enacted into the law creating the National Statuary Hall, July 2, 1864 (sec. 1814 of the Revised Statutes), the essential part of which provides:

"And the President is hereby authorized to invite each and all the States to provide and furnish statues, in marble or bronze, not exceeding two in number for each State, of deceased persons who have been citizens thereof, and illustrious for their historic renown or for distinguished civic or military services such as each State may deem to be worthy of this national commemoration; and when so furnished the same shall be placed in the Old Hall of the House of Representatives, in the Capitol of the United States, which is set apart, or so much thereof as may be necessary, as a national statuary hall for the purpose herein indicated."

By 1935, 65 statues were crowded into Statuary Hall. In some places they were lined three deep which was aesthetically displeasing. More important, however, the structure of the chamber would not accommodate the excessive weight and there were statues yet to come.

On February 24, 1933, Congress passed House Concurrent Resolution No. 47 to provide for the relocation of statues and to govern the future reception and location of statues.

"Resolved by the House of Representatives (the Senate concurring), That the Architect of the Capitol, upon the approval of the Joint Committee of the Library, with the advice of the Commission of Fine Arts, is hereby authorized and directed to relocate within the Capitol any of the statues already received and placed in Statuary Hall, and to provide for the reception and location of the statues received hereafter from the States."

Under authority of this resolution, it was decided that only one statue from each State should be placed in Statuary Hall. The other statues were located prominently in designated areas and corridors of the Capitol.

A second rearrangement of the statues was made in 1976 by authorization of the Joint Committee on the Library to reduce overcrowding and to improve the aesthetic quality and orderliness of the physical arrangement of the National Statuary Hall Collection. Statues were placed in the East Central Hall of the east front extension on the first floor of the Capitol. Other statues were relocated within the corridors, Hall of Columns and Statuary Hall.

Virginia Ratifying Convention


The Virginia Ratifying Convention was a convention of 168 delegates from Virginia who met in 1788 to ratify or reject the United States Constitution, which had been drafted at the Philadelphia Convention the previous year. Delegates met and deliberated from June 2 through June 27 in Richmond at the Richmond Theatre, presently the site of Monumental Church. By unanimous consent, Judge Edmund Pendleton served as the convention's president.

Delegates in favor of ratification ("Federalists") were led by James Madison, who had been a driving force behind the framing of the new Constitution. Other notable Federalists included Pendleton and John Marshall.

Opposing them were Patrick Henry, George Mason, William Grayson, James Monroe, and other "Anti-Federalists", who believed that the Constitution created a central government that was too powerful. Henry, the leader of this faction, opposed allowing the new central government to directly tax citizens of the various states, and he feared that the newly created office of President of the United States would become far too powerful. Henry's hostility to the government under the Constitution was so strong that he subsequently refused to join it, turning down offers to serve as United States Secretary of State and as a justice of the United States Supreme Court.

A major issue during the Virginia Ratification Convention was the question of individual rights. Many delegates who were in generally in favor of the Constitution were concerned that it did not contain a list of guaranteed rights akin to the celebrated Virginia Declaration of Rights. George Mason argued for the addition of a bill of rights, among other modifications.
On June 25, the convention ratified the Constitution by a vote of 89 to 79. The convention recommended but did not require the addition of a bill of rights. Many of the ideas presented during this convention were later incorporated into the United States Bill of Rights.

Prior to establishing the nation's capital in Washington, D.C., the United States Congress and its predecessors had met in Philadelphia, New York City, and a number of other locations.[1] In September 1774, the First Continental Congress brought together delegates from the colonies in Philadelphia, followed by the Second Continental Congress which met from 1775 to 1781. Upon gaining independence, the Congress of the Confederation was formed, and convened in Philadelphia until June 1783, when a mob of angry soldiers converged upon Independence Hall, demanding payment for their service during the American Revolutionary War. Congress requested that John Dickinson, the governor of Pennsylvania, call up the militia to defend Congress from attacks by the protesters. In what became known as the Pennsylvania Mutiny of 1783, Dickinson sympathized with the protesters and refused to remove them from Philadelphia. As a result, Congress was forced to flee to Princeton, New Jersey on June 21, 1783,[2] and met in Annapolis, Maryland, and Trenton, New Jersey, before ending up in New York City.

The United States Congress was established upon ratification of the United States Constitution in 1789. New York City remained home to Congress until 1790,[3] when the Residence Act was passed to pave way for a permanent capital. The decision to locate the capital was contentious, but Alexander Hamilton helped broker a compromise in which the federal government would take on war debt incurred during the American Revolutionary War, in exchange for support from northern states for locating the capital along the Potomac River. As part of the legislation, Philadelphia was chosen as a temporary capital for ten years, until the nation's capital in Washington, D.C. would be ready.[4]

Pierre (Peter) Charles L'Enfant was given the task of creating the city plan for the new capital city.[5] L'Enfant chose Jenkins Hill as the site for the Capitol Building, with a grand boulevard connecting it with the President's House, and a public space stretching westward to the Potomac River.[6] In reviewing L'Enfant's plan, Thomas Jefferson insisted the legislative building be called the "Capitol", rather than "Congress House". The word "Capitol" comes from Latin, meaning city on a hill and is associated with the Roman temple to Jupiter Optimus Maximus on Capitoline Hill.[7] In addition to coming up with a city plan, L'Enfant had been tasked with designing the Capitol and President's House, however he was let go in February 1792 over disagreements with President George Washington and the commissioners, and there were no plans at that point for the Capitol.[8]

Now if you don’t focus on your customers you risk losing loyalty.”

The staff is friendly and eager to educate any customer about the store's wares regardless if they are an A-list celebrity or an everyday shopper.

Personal attention is crucial when you are trying to find a perfect pair of shoes or get a custom-made suit. Though Christian Louboutin, with locations in major cities such as London and New York, boasts a wide collection of women’s shoes, if you can’t find what you are looking for, staffers will scour the company's five locations around the world to pinpoint and send you exactly what you need. The sales staff at men’s shoe purveyor Ferragamo, also with stores across the globe, gets top marks.

“Massimo Ferragamo instituted a mandatory customer service training for all employees of his stores,” notes Pedrasa. “This standard has been adopted by virtually everyone in the luxury retail industry.”

For bespoke suits, Kiton in New York City lets you choose from 2,000 bolts of beautiful fabrics including cashmere, and wool. Can’t find what you are looking for? The sales team will special order any fabric if it doesn’t exist in their library. Those looking for an engagement ring might want to head to Cartier. That’s because its sales associates will spend hours explaining the cut and clarity of diamonds or the virtues of good stationary.

At lingerie boutique Agent Provocateur in London, sales associates take customer’s measurements to ensure a near-perfect fit and remain on hand to answer questions about color and sizing.

“Service is paramount to success, and we pride ourselves on having a wonderful body of staff worldwide that are knowledgeable, helpful, friendly and discreet,” says co-owner and designer Serena Rees. “With the right guidance and assistance, loyal customers are made.”

Culinary mecca Dean and Deluca, in both New York and Napa Valley, has its share of devoted clients. That’s because its personal shoppers will hand arrange fresh cut flowers and deliver them to your door or put together a catered dinner all at a moment's notice. Need to entertain a client who just popped in to town? If you call the store by noon, the team will have a meal delivered by 6 p.m.--at no extra cost provided you are within a certain geographical range.

Wine emporium Wally’s in Los Angeles operates similarly. “Our motto is ‘yes,’ ” says partner Christian Navarro, who notes that customers are not charged for personal shopping services. “If someone wants a case of wine they had when they first got married for an anniversary party they are throwing in the Caribbean on a boat in 12 hours, we find a way to get it to them. We make it our job to take care of our customers.”

“The old guard is changing when it comes to luxury stores,” says Pedrasa. “Loyalty is valuable, and managers are realizing if you don’t have a high standard when it comes to taking care of prospective buyers you are going to lose money.”

The pace accelerates further as Sid and Gwenny rebel against circumstance to escape from their surroundings. Their inventive fantasies absorb and take hold over reality and they become Jack Kerouac and Joyce Johnson in a mythical America - the energised heroes of their own making - leaving Boyo and Mam behind with the brutal truth. House of America roars along the open road, roof down, radio blaring, hell bent on heroism. Where it takes us is funny and sad at the same time, but an impossible dream is better than 'if only'...
